0 mysql_upgrade fails with "Access denied"

mysqld to start with --skip-grant-tables by
adding skip-grant-tables to /etc/mysql/my.cnf and restarting mysql.

Still if there's an error , and you just can't run mysql :
$ mysql --password
* Enter password, and you can create db, manage users e.t.c
